The Senate majority party from Jan 2019 to Jan 2021 was Republicans. There were three rounds of stimulus checks stretching from mid-2020 to early 2021. In no case did the Democrats ever try to impede sending stimulus checks to workers.

Also not sure what you’re talking about with Obama and pre-existing conditions. It was Obamacare that made it illegal to discriminate against purchasers of health insurance on the basis of preexisting conditions.
