The largest revenue raiser is the federal income tax. After that are state taxes. Local taxes come last.

In fact, all that money from the cities is generally going to fund things like infrastructure and agricultural subsidies for the country, since Republicans in Congress refuse to fund things like mass transit that would benefit city dwellers.

And since the Senate privileges rural states, Republicans get to dictate spending priorities. No part of this process gives any advantage to Democrats or their constituents.
