That's your belief about the proper role of government. It's not a fact. Reasonable people can disagree about the optimal scope and depth of government involvement in different things.

I think government is just another word for the things we choose to do together. There's no question that when we do some things together, like build interstate highway systems, this then allows private individuals to do all kinds of things by themselves that they couldn't have done otherwise. In other words, wise use of government expands private, individual freedom in a virtuous cycle. It doesn't have to crowd out private initiative or stifle individual liberties. Quite the opposite.
