Quite the opposite, Bonnie. Consider, a lobbyist’s return on investment must surely be less if a Representative represents only, say, 300,000 people rather than 760,000, as they do now.

Smaller districts means lobbyists have to spend MORE money but have LESS probability of actually turning that money into legislation that benefits their special interests.
