Kinda. I see your point, but as my next article in this series will demonstrate, Trump wasn’t a disruptor. He largely governed like a mainstream Republican. He and the party are on the same page on pretty much everything, this issue included. He just governed incompetently, and people who had other reasons for wanting to take a charitable view of the man spun the chaos as “disruption.”
