In case you were citing those cases to show that congress could not ban TikTok, that also would not follow.
Reno clearly involved a content based restriction since there the govt sought to ban indecent speech. Packingham also arguably involved a content based restriction since it banned only a particular class of users based on the assumption that they would create or seek out certain kinds of content given their criminal backgrounds.
Banning TikTok is not content based since it would affect all content on the site equally. There may be other grounds for challenging the constitutionality of that ban, but they’re not the same as those cited in Reno and Packingham.
