I think that’s true. In his monograph on the Yanomami, Napoleon Chagnon noticed that Yanomami communities never grew much larger than 150 individuals before “fissioning” into separate communities. There may be hard limits on how large societies can be when they are held together purely by informal norms, as opposed to formal laws and institutions.
