I don’t think so. Human beings’ shared psychological predispositions are far more ancient than any extant culture. Cultures are just adjusting knobs on the switchboard of human nature, and these days our modern nation states create contexts within which those adjustments will begin to converge as our institutions respond to our natural inclinations.
