Hunter-gatherer may be the wrong phrase. What I’m getting at is state versus non-state societies, or societies with formal codes of laws versus those with informal means of enforcing norms.

Broken down that way, there’s no question non-state (i.e. informal) societies have higher rates of violent deaths per 100,000 people.
