Depends on what you mean by “socialism.” A lot of people these days use that to mean any kind of Northern European style social democracy. That does not turn into authoritarianism (it’s one of the few kinds of government that doesn’t). On the other hand, if you mean a system where the government owns the means of production, I would agree that it necessarily devolves into authoritarianism as well.
